James R. Richart is responsible for the overall financial management of the agency's multi-million dollar operation. His major responsibilities include the oversight of the disbursements of all agency funds, the collection of all agency receivables, and the reporting of all financial information to all state and local funding sources, to the Board of Directors and internally to agency management. In addition, Jim is the liaison with our outside auditors, is responsible for ensuring compliance with all funding requirements and that appropriate financial controls are in place and are followed. As Director of Finance, he also facilitates the preparation and presentation of the agency's annual budget to the Board of Directors for their review and approval.

Mr. Richart earned a Bachelor of Science Degree in Accounting from Rutgers, The State University of New Jersey. He joined Ethicon, Inc. a Johnson and Johnson Company, where he held a variety of financial positions from entry-level accountant to manager. After working at Ethicon, Inc. for eighteen years, Jim became Controller at J & J Interventional Systems, Inc. (now Cordis Corporation) for six years. Following his tenure with the J & J Family of Companies, Jim spent two years as Director of Finance for a non-profit agency that provides therapeutic and educational services to developmentally disabled youth and adults, two as Controller for a medical device start up venture and six years as Controller of a civil engineering and environmental remediation firm.

Jim currently serves on the Board of Trustees of the Somerset County United Way and has been a member of a number of volunteer United Way committees. In the past, he has also served as both President and Treasurer of Raritan Valley Habitat for Humanity.
